To maneuver past institutional resistance, the architecture must be scoped around a Minimal Viable Coordination (MVC) parameter.
1. Minimal Scope: The Five Pillar Baseline
Instead of trying to ingest "the whole state," we begin with exactly 5 nodes that naturally represent independent signal ecosystems. Convergence is structurally impossible without them.

Trigger a coordination review when:
1. At least 2 out of 5 domains show an anomaly_score ≥ τ in the same geographic region.
2. This alignment lasts for 2 consecutive windows (Persistence).
3. At least one domain is definitively non-social (to prevent online discourse from triggering physical operations).
3. Minimal Operating Routine
We design an operational routine that perfectly mimics ordinary government processes rather than sci-fi surveillance systems.
- Monday-Tuesday: Institutions submit their normalized Signal Contracts.
- Wednesday: The Convergence Layer automates the Risk Briefs and queues the alerts.
- Thursday: Interagency executive review meeting convenes (30–45 mins).
- Friday: Tactical mitigations and responses are delegated back to the local institutions.
